Convertibility of the Contaminated Spaces

Problem:
Many historical buildings are being neglected because they are associated with negative memories or experience. No one is willing to preserve them and they are doomed to be demolished eventually to erase the memories. However, these buildings or sites are part of the heritage and they need to be respected and conserved just like the glorious architecture of the old.

Position
The challenge here is to transform existing buildings where the history or narrative of the place that is to be reused is complicated by previous function. In this case, the contamination of a building should be used as generator for remodeling. This will lead to converting the place to a more pleasant space as a respect to the negative memories and incidents related to that building.

What I'm struggling right now is choosing a site(with the features above) and also find some strategies to move forward.
Here is an example of conversion of flak bunkers in Vienna.
